what are the default permissions on a data disk ? an on folders in such a disk ?

I have sometimes problems with applications complaining about access rights and I am not sure what to set as standard for a data disk and on folders and files in that disk.

Current settings for the disk:

System: read and write (owner)

admin: read and write

everyone: read only

Current settings for the file in question:

me: read and write (owner)

staff: read and write

everyone: no rights

Repair of access rights via Harddiskutility has no influence and brought up no messages concerning this disk and file

Searching the database there are a lot of entries showing the process of setting access rights, but there are no hints what is recommended

Mac Pro, OS X Mavericks (10.9.5)

What are the required settings for a OSX-drive ? Just to be sure ..

What Settings you think is required for a network containing several Macs with OS9.22 to OSX 10.4 to 10.11 and PCs (via SMB) running Windows 98SE to Windows 10 ?

The target is having access to all files if they are moved or copied to the shared folder on the Mac Pro without having to change the access rights individually.

Everyone: read and write or ignoring owner should be avoided
